RBSL is looking for an experienced Project Controls Manager (Challenger 3) to join the team. Reporting to the Head of Programme Office, you will be responsible for developing and leading all project control functions across a complex, multi disciplinary programme.
The role is responsible for managing the review cycle, coordinating data, reporting outputs and ensuring that the fundamental project control processes and procedures are delivered. This requires the hands-on use of business systems and project control toolsets, as well as a strong understanding of project finance, risk, opportunity and uncertainty management.
As Project Controls Manager, you will be involved in all phases of the lifecycle from concept, business winning through to delivery – and ultimately leading and managing Project Controls to deliver high-quality project information to enable critical decision-making, ensuring that embedded project controllers are able to work with delivery teams and constructively challenge where necessary.
Position Duties and Responsibilities
- Leading the Planning, Monitoring and Control function across the Challenger 3 major programme
- Working with the Head of Programme Office to plan and manage delivery streams to meet time, cost and quality objectives
- Coordinate integrated planning through the team to produce and maintain robust, resource-loaded programme schedules
- Accountable for Integrated Master Schedule (IMS), ensuring appropriate levels of detail, dependencies, interfaces, and critical path analysis.
- Support in delivery of schedule risk analysis, scenario planning, and schedule optimisation.
- Coordinate the development and implementation of Earned Value Management across the programme
- Working with Control Account Managers to ensure scope of work is understood, planned and budgeted for appropriately
- Ensure agreed performance measurement baselines (PMB) are established and aligned with scope, schedule, and budget.
- Ensure the effective allocation, and ongoing control of programme budgets in conjunction with Finance and work package owners.
- Manage the collection, validation, and interpretation of cost and schedule performance data.
- Provide analysis of variances, trends, and forecasts, ensuring EVM compliance with contractual requirements and industry standards
- Ensure an effective budget and schedule change process is established and maintained
- Facilitate and support the Risk and Opportunity Management process across the programme
- Responsible for developing and implementing the programme’s review and reporting structure, ensuring clarity and timely delivery of information.
- Lead monthly performance reviews and progress meetings.
- Produce high-quality reporting dashboards, KPIs, and management information that support effective decision making and analysis
- Build strong collaborative relationships with project managers, engineering leads, finance teams, suppliers, and partners.
- Lead, mentor, and develop a high-performing project controls team.
- Deputy for the Head of Programme Office
The preferred base location for this role would be our Telford office. We will also consider applications from candidates who could be based from either our Bristol or Gateshead office locations, but there would be travel to Telford when required. The role will offer a hybrid pattern over 4.5 days per week.
Essential:
- Be able to demonstrate a high level of project controls experience, including cost, resource and schedule management
- Able to demonstrate knowledge and experience in integrated planning, EVM, risk management, cost control, and baseline management.
- Experience of operating in structured review and reporting frameworks.
- Excellent communication skills, both verbal and presentational
- A good understanding of the business context of project planning, monitoring and controls
- Excellent analytical, communication, and stakeholder management skills.
- Highly PC literate with a strong working knowledge PM&C tools and systems, particularly MS Project and SAP
Desirable:
- Experience of leading project controls on a large, complex programme
- Project management qualification from an accredited scheme such as PRINCE or APM or a company equivalent
- Working knowledge of risk and opportunity management principles
- Experience managing small project teams or a Project Management Office (PMO)
- Experience of working in projects in different phases of the project lifecycle
- An understanding of the challenges of complex engineering projects or defence programmes
